Pluto in Aquarius speaks about power to the people. Leaders who are out of touch with the needs of ordinary people need to be paying attention. Pluto is also currently out of bounds to the south emphasising revolution.

When Pluto was last in Aquarius is late 1700’s we had the American War of Independence and the French Revolution.
